What is HSIP?
The Highway Safety Improvement Program (HSIP) is a federal program which provides funds to reduce traffic fatalities and serious injuries on our roads.
In Texas, HSIP funds are managed by the Texas Department of Transportation (TxDOT) under these guidelines. The program covers 90% of construction costs; 10% must be covered at the state or local level.
The City of Houston applies for HSIP funds to address corridors with traffic fatalities and serious injuries. Since 2020, Houston has received over $31 million for several projects.
TxDOT evaluates grant requests on the basis of 7 areas which have the greatest potential to reduce fatalities and injuries:
Distracted driving
Impaired driving
Intersection safety
Older road users
Pedestrian safety
Roadway and lane departures
Speeding
Completed projects are evaluated for cost effectiveness using 3-5 years of before and after crash data, average annual daily traffic before and after, and actual construction costs.
TxDOT approves the design and construction of projects it funds under HSIP.
