What is a TIRZ?
Tax Incentive Reinvestment Zones are created by cities and counties in Texas to promote investment. Authorized by the state legislature in 1990, the city of Houston has more than 2 dozen. Houston City Council creates and oversees these TIRZ’s.
The zone encompasses properties which are subject to tax. The value of those properties sets the starting point for taxes to be collected by the TIRZ. As the value of those properties increases, the TIRZ keeps a portion (the increment) of property taxes to reinvest in the zone.
TIRZ’s may also issue bonds to finance capital intensive projects.
